Street Artist for City of Perth
The City of Perth selected street artist HAPPY DECAY to create a new mural in the City Centre.
The City of Perth (the City) wanted to refresh some of its key laneways in Central Perth.
This project is situated in Grand Lane, where the City of Perth wanted to create a point of visual interest through a mural.
Currently the laneway functions as a service area during the day. Given its prime location, the laneway has great potential to provide an alternative space for small businesses and events.
Creating murals as part of the Grand Lane Refresh will enhance its character and sense of place. The artwork is intended to celebrate the city, both the people and the place, and offer an experience that sparks conversation, joy, and civic pride.
Perth Street Artist Mural Brief
It is envisaged that the mural will:
- Cover completely the existing work, artists may also consider small elements which extend past the designated area;
- Suggest movement or provide dynamism and a point of interest to guide people into Grand Lane from Murray Street Mall entrance;
- Introduce fresh creativity and utilise a bold yet harmonious colour palette to brighten up the laneway and make the work highly visible and enticing from Murray Street Mall;
- Artists may include a sense of narrative that responds to the way the laneway is or has been used or its particular position in the city (for example, its proximity to The Malls);
- Have a quality that engages the public at a human scale and complements the closeness of viewers in Grand Lane; and
- Demonstrate an attention to detail to create and hold public interest over time.

The existing mural by Perth street artist Timothy Rollin has been a defining feature of Grand Lane Street for over a decade. However, due to its age and deteriorating condition, the City has decided to replace it with a new mural. A small section of the existing mural, with the permission of the artist Tim Rollin, was included with the new mural.
